Seguin Leash Law Basics

Texas has no single statewide leash law. Instead, cities and counties set their own animal control ordinances, which means Seguin’s rules are what actually apply inside city limits, and they’re worth knowing rather than assuming.

What Seguin’s ordinance actually says

The City of Seguin’s animal control code (Chapter 14 of the city’s Code of Ordinances) defines a dog as “at large” when it isn’t under the restraint of a person capable of controlling it. The code’s restraint requirements call for reasonable care to prevent a dog from leaving its owner’s property, and for it to be securely and humanely contained, whether that’s a leash under direct control in public, or a fence, pen, or enclosure at home that the dog can’t climb, dig under, or otherwise escape.

In practice, this functions as a leash requirement in public spaces: a dog off-leash and not under direct, effective control is “at large” under the ordinance, whether or not there’s a separate line item that uses the word “leash.”

Where off-leash is actually allowed

Barky Park, the fenced dog park inside Max Starcke Park, is the clear off-leash option in Seguin: a controlled, enclosed space built for exactly that. Outside a fenced dog park, treat public spaces, including the rest of Max Starcke Park’s trails and grounds, as leash-required.

Why this matters beyond avoiding a citation

A leashed dog is a predictable dog to everyone else sharing a trail or sidewalk, another dog owner, a jogger, a parent with a stroller. On a shared, multi-use space like Max Starcke Park’s river trail, that predictability is part of what keeps the space usable for everyone, not just a rule to avoid trouble.
